So, as I understand it, if the Groundhog comes out of his hole, sees his shadow, is scared and goes back into his hole again, we get six more weeks of winter.

What if it’s cloudy and raining? What if he comes out and says “hey, I’m not a stupid rodent. It’s raining, I’m going back inside my house.”

What if he sees a bunch of people in ugly hats and is scared of them instead?

It seems to me that whomever came up with this silly thing, they didn’t put enough thought into it. There are just way too many questions left unanswered.
